to the Secretary, Chiefs of Staff Committee

Many thanks for your Top Secret letter COS 1136/5+ of 21st August. A telegram is going to Sir Horace Seymour giving him the information contained in it. Meanwhile I enclose copies of two telegrams sent to Chungking as a result of your letter cos 1132/50 of 20th August. The wording of paragraph 1 (b) of the second telegram (No. 955) will, we hope, satisfy Chiang Kai-Shek for the moment. But he will almost certainly ask for details about the channel through which liaison and co-ordination will be effected, and we should be grateful therefore if the Chiefs of Staff would put us in a position to explain these details as soon as practicable to Sir Horace Seymour for communication to the Generalissimo.
